    Elchin Khalilov

    Professor Elchin Khalilov is an academician from Azerbaijan who joined the College of Life and Environmental Sciences as a top-level foreign expert within the framework of the National Talent Program of the People's Republic of China, a Category "B" Talent and a specially appointed professor in September 2022. So far, he has published more than 300 scientific articles in journals and books with a high impact factor, as well as 10 books in the UK, Azerbaijan, Russia, Germany, Turkey, and Bulgaria. Professor Khalilov has 98 patents, of which more than 50% are PCT International Patents, European Patents, and Eurasian Patents.

    Professor Elchin Khalilov is also an Academician of the Russian Academy of Natural Science (2008, Russia), the New York Academy of Sciences (USA, 2005), and the International Academy of Sciences (Austria, 2001), and recipient of the Full Professor title awarded by the Higher Attestation Commission under the President of Azerbaijan in 2011.

    Elchin Khalilov has received the following awards for his scientific achievements.

    Ø Gold Medal and the status of "Laureate of the Prize of the Communist Youth Union of Azerbaijan in the field of Science and Technology" (1984);

    Ø Silver Medal of the Russian Academy of Natural Sciences "To the Author of A Scientific Discovery" (2003);

    Ø Medal of the Pakistan Academy of Sciences (2009);

    Ø Pavlov Gold Pin (2003) and Gold Medal "Health and Ecology" by the International Academy of Science (2019, Austria);

    Ø Johann Wolfgang Von Goethe Medal for his contribution to world science (European Academy of Natural Sciences, Germany, 2023); 

    Research directions

    Professor Khalilov’s research has taken on a number of fields, and these include the followings.

    Ø Deep structure of the Earth and global geophysical processes.

    Ø Forecast of earthquakes and volcanic eruptions.

    Ø Problems of gravitational waves and quantum gravity.

    Ø Solar-terrestrial relations and the influence of cosmic factors on geological and physiological processes.

    Ø Global geological and environmental changes.

    Ø Water properties, environmental problems, biochemical water purification using natural zeolite.

    Ø Application of zeolite to kill pathogenic bacteria in water.

    Ø Physical and biological properties of magnetized water.

    Ø Purification of water in natural reservoirs from cyanobacteria, etc. 

    Early scientific achievements 

    Professor Khalilov was the first in the world to develop and successfully test earthquake prediction technology in five countries (Azerbaijan, Turkey, Ukraine, Pakistan, and Indonesia). He was awarded two international Eurasian patents and two PCT patents for this technology. This technology is based on the registration of tectonic waves emitted by earthquake hypocenters 6-14 days before the earthquake. He also received an official certificate from the Russian Academy of Natural Sciences and Confirmation of the Presidium of the Academy of Sciences of Azerbaijan for the registration of the first and only scientific discovery in the history of Azerbaijan together with a group of three academicians of the Academy of Sciences of the USSR and Azerbaijan. In this scientific discovery, the existence of a global cyclical nature of volcanic eruptions and earthquakes in the world was proven. For this discovery, he was awarded a Silver Medal named after the Nobel Prize Laureate P. N. Kapitsa "The Author of a Scientific Discovery" from the Russian Academy of Natural Sciences. 

    For the first time, Professor Khalilov, together with Academician of the USSR Academy of Sciences Viktor Khain, have established the relationship between volcanic eruptions and earthquakes with solar activity and global climate change.

    Professor Khalilov developed an innovative technology for producing magnetized water “MagVortex" and received several patents for it in 2020, 2021 and 2023.  

    Research at Wenzhou University

    Professor Khalilov’s research at Wenzhou University is primarily concerned with the application of magnetized water in the treatment of algal blooms. Magnetized water has special properties and some of these have previously been studied and established. After water is magnetized, many of its properties would change, giving rise to new properties.

    For examples:

    Ø In magnetized water, the hardness of water decreases as a result of the conversion of calcium bicarbonate (calcite) into aragonite, which is associated with a change in the structure of the crystal lattice of minerals, but at the same time, their chemical formula (CaCO₃) is preserved.

    Ø The surface tension of water increases by 5-7% depending on the type of magnetic activator.

    Ø The structure of water changes, in particular, clusters of water molecules are destroyed, a new cluster structure of water is formed depending on the structure of magnetic matrices.

    Ø The acoustic characteristics of water change, in particular, the attenuation spectrum of acoustic waves changes to varying degrees, depending on the type of structure of the magnetic matrix.

    Ø The volume of water evaporation is reduced compared to ordinary natural water.

    Ø The viscosity of water decreases, which is explained by the destruction of large clusters of water molecules.

    Ø The magnetized water acquires antibacterial properties to some types of bacteria. 

    His preliminary work with magnetized water have demonstrated for the first time that magnetized water has different effects on the growth of plants and cyanobacteria, depending on the structure of the magnetic matrix in the water magnetizing devices.
